Brazil and Democracy at the Beginning of the 21st Century
between Popular Sovereignty and Austerity

BACKGROUND: Changes in global markets and production systems and the gradual corrosion of the intervening state have mobilized tautological arguments for austerity policies around the world. In the Brazilian case, austerity policies came in the wake of liberalizing reforms, intensified at a time of political transition, marked by the controversial impeachment of 2016 and rapid approvals of market-oriented reforms - namely those leading to the deregulation of rights, linked to labor relations, social security, and the setting of constitutional limits on public spending -, highlight relevant features about the paths that representative democracy has taken.
OBJECTIVE: The general objective of this article is to analyze how the defense of austerity measures projects and sponsors a specific system of norms that dismantles the democratic flow of social rights and reinforces market-oriented institutions. The specific objectives contemplate the possibility of drawing a brief overview with historical and general aspects of market-oriented reforms, delimit points privative to the 2016 tax reform, and analyze quantitative information that ratifies the arguments presented and suggests deleterious social outcomes between 2016 and 2019, arising from the changes implemented with the legal frameworks evaluated.
MATERIAL AND METHODS: This is an exploratory, applied, essentially qualitative research whose methodological procedures include bibliographic research, documentary research, and case study procedures of their own. The time frame revolves around the years 2016 to 2019 and the secondary statistical data presented operate as mere illustrative expedients to endorse the arguments worked.
RESULTS: The article analyzed the implications of the current liberalizing reform agenda in Brazil in light of international experience, highlighting its specificities and negative effects for the continuity of redistributive policies and democracy itself in the country.
CONCLUSIONS: It was observed that the implementation of these reforms after 2016, even if they have been legitimized in democratically constituted spaces, leave traces of profound asymmetry of interests that erupt a democracy without demos. This process is not announced as such, but as the activities of strategic actors, their power resources, choices, and preferences are critically analyzed, the inferences cannot be other than those that recognize that democracy, beyond the electoral vote, has suffered a subtle process of de-democratization with the draining of its sovereign foundations without, however, its formal derogation.
